Senator Taylor, Chair, moved and asked unanimous consent that the              
Judiciary Committee referral be waived on SPONSOR SUBSTITUTE                   
FOR SENATE JOINT RESOLUTION NO. 5 Proposing an                                 
amendment to the Constitution of the United States establishing the            
rights of victims of crimes.  Without objection, the bill was referred         
to the Rules Committee.
